On behalf of the European Staff, I have the honour to beg you, in connexion with the proposed transfer of Mr. Woodcock to Queen's College, to lay the following facts before H. R. the Governor.

1.
Mr. Woodcock left Queen's College in March, 1900, being then 4th Assistant Master. Since that time he has had no connexion with education, and during the period that has elapsed conditions at Queen's College have greatly changed, new methods have been introduced and the standard of work has been raised considerably. The present 2nd Master has held the post for two periods of one year each, and has during the last eleven years occupied every post from that of 9th Assistant Master, upwards. Mr. Woodcock has never held in Queen's College any post higher than that of 4th Assistant Master.

2.
It has been definitely laid down that no Master may at any time be transferred from Queen's College to any other Department; and, inferentially, that no Officer from any other Department shall be transferred to Queen's College.

3.
By the change proposed, namely the introduction of the Secretary of the Sanitary Board, the promotion of nine European members of the Staff is, in the ordinary course, postponed for eleven years to come.
